The eligibility requirements for the Cook County Homeowner Relief Fund have changed--and households that experienced a 30% increase in property taxes in any of the 2021, 2022 or 2023 tax years, while still meeting the program's other requirements already in place, are now eligible.


If you've already submitted your application, you do NOT need to update or resubmit your application to be reviewed under this updated criteria.


We recommend reading the below list and gathering your information before beginning your application. All applications must be complete and submitted by Friday, October 31, 2025, at 11:59 p.m. CT. 


Cook County is launching the Cook County Homeowner Relief Fund, a $15 million program that will assist households that have experienced a substantial increase on their property tax bills in recent years.


Under the direction of the Cook County Bureau of Economic Development, the Cook County Homeowner Relief Fund will provide one-time payments of $1,000 to eligible households.

Limited funding is available.


The application portal is open from September 29, 2025-October 31, 2025, at 11:59 p.m.

The application process will be conducted in two phases to help the County ensure that relief goes to eligible households while reducing the burden on applicants and simplifying documentation needs. 

  • Phase 1 (Initial Screening): In this phase, you will provide basic personal and demographic information. If you meet the basic criteria, your application will be included in a lottery for possible advancement to Phase 2. 
  • Phase 2 (Document Submission): If selected to advance to this phase, you will be invited to submit documents to verify your eligibility. Successful submissions will move on to a final lottery that will determine who receives payment. 

 

Who can apply and what you will need

Homeowner eligibility requirements

  • Experienced a property tax bill increase of at least 30% in tax year 2021, 2022 or 2023
    • NOTE: This includes those who went from a zero property tax bill to a non-zero bill in tax year 2021, 2022 or 2023.
    • To find your property taxes from 2020, 2021, 2022 and 2023, visit the Cook County Property Tax Portal. After submitting your address OR Tax Property Index Number (PIN), view "Tax Billed Amounts and Tax History" in the bottom left-hand corner.
  • Have a household income at or below 100% of Cook County's Area Median Income (AMI) for the applicant's household size
    • Visit Cook County Homeowner Relief Fund to view the County's AMI guide for this program.
  • Are at least 18 years of age 
  • Resided in the home both the year of the increase and the year prior, and still reside in the home
  • Are in a Class 2 residential property, with some exceptions all of our customers are Class 2! Friends and family can check a Yellow Property Tax Bill for Property Class to verify it Starts with a 2 or call our office. (Email hrf.oed@cookcountyil.gov to learn more about exceptions.)


Phase 1 required information checklist

  • Your personal information - full legal name, date of birth, and Social Security Number/ITIN
  • You must be the named homeowner on County Records or be able to provide documentation of name change 
  • Your Tax Property Index Number (PIN)
    • Find your PIN in the Cook County Property Tax Portal.
  • Your home address in which you have a homeowner exemption and experienced a tax bill increase of at least 30% in tax year 2021, 2022 or 2023
  • Your annual income estimate for your household size
    • Make sure you are eligible by viewing Cook County Area Median Income Guide PHOTO below.
  • Your contact information (phone and/or email to receive verification codes) 
  • Access to a computer or mobile phone with internet access


Only one application per eligible property is allowed.

You can search by your ADDRESS or PIN number off a tax bill here. www.CookCountyPropertyInfo.com once you hit Search it will bring up a BLUE LINK to your house, CLICK IT. It then brings you to a page with a PHOTO of your your home. Below the photo is a 5 year money history. As of now 10/21/25 the TOP payment is the last payment (1st Installment for 2024 - calculated by 55% of 2023 TOTAL taxes). We are still waiting for the July 2024 2nd Installment due to county system issues. TI:P: It will cause Chicago owners chest pain as it will reflect new property tax values issued to all Chicago properties in 2024. The other taxes are the TOTAL for the years prior and may be helpful in determining if you qualify for the $1,000 Cook County Homeowner Relief payment. 


The unknowns. How long for Check to arrive?

We have wondered about several things.

That's a good question. In regards to property tax refunds, the county usually has up to 6 months to refund you without interest, However, the way this is coming across is not as a refund on taxes paid but rather as a relief check for certain owners. Therefore, we are not sure of the time constraints they have on cutting the actual checks. Good luck to all of you!
